The Belleville Terminal Redevelopment Project Phase II is a major infrastructure initiative focused on delivering a modern replacement ferry terminal in Victoria, British Columbia. This new terminal will support two international cross-border ferry routes and will include significant marine works to replace the aging wharf, a new passenger terminal building, and associated civil infrastructure.

The project builds on the work completed in early 2025 on Phase I, which saw the conversion of the former steamship building and wharf into a temporary terminal, to allow ferry operations and border services to continue uninterrupted during the transition into Phase II.

Phase II planning is underway and includes finalizing the terminal design and establishing the construction schedule. Once construction starts, demolition of the existing Clipper Terminal infrastructure will make way for a new, consolidated preclearance terminal to be built on the same site in Victoria’s Inner Harbour and designed to meet modern border security standards under the Land, Rail, Marine, and Air Transport Preclearance Agreement between Canada and the United States.

The new facility will feature expanded passenger waiting areas, commercial goods processing capacity, and retail space, all designed to enhance travel experience and improve the efficiency of border operations.

We are bringing our timber expertise to the expressive mass timber framing at key locations within the terminal building, including the main entry, key circulation areas, and passenger hold room. This approach will consist of a hybrid system of structural steel supports (common to the rest of the building structure) combined with CLT roof framing.
