The Province of British Columbia’s Belleville Terminal Redevelopment Project Phase II in Victoria will deliver a modern preclearance ferry terminal serving two international cross-border routes. The project includes a new wharf, passenger terminal, and supporting infrastructure.

Phase II follows Phase I (completed early 2025), which converted the former steamship building and wharf into a temporary terminal to maintain ferry and border operations.

Planning for this second phase is now underway and includes finalizing the terminal design and establishing the construction schedule. Construction has started with the demolition of the existing Clipper Terminal infrastructure to make way for a new, consolidated preclearance terminal to be built on the same site in Victoria’s Inner Harbour and designed to meet modern border security standards. The terminal will feature expanded passenger waiting areas, a commercial goods processing facility, and commercial retail space.
